The main problem with bounties is that they can be claimed by a players friend if they get large enough to make it worthwhile. I don't see anything in your thread that would prevent this (although it would be a bit more difficult than currently). ...

At the moment every system has a security status (and I believe a "true" security status). What I am suggesting is that these are not fixed but will move in value slowly based on unlawful (or lack of) in-game actions by the players, e.g. smuggling...

Yes I like the idea that slots could be modified, but maybe only from higher to lower. Not sure whether it should depend on a rig or not, maybe have a skill to enable it.
